What do you mean “technically” he just was. Your religion doesn’t make you good or bad. There are plenty of good people who aren’t religious and there are plenty who are just like there are plenty of bad people are/aren’t religious. So I don’t see how him being evil makes him any less religious

Gyro, Wekapipo, and Hot Pants are all Catholic. Valentine and most of his agents like Blackmore and Axl RO are some type of christian too.
