yes, it was published today. lots of belgium was walloped by floods like a week ago as well. that’s two massive floods in a short window of time, even if this particular town was only hit once.

Soil completely saturated, sewers and rivers blocked. Very heavy rain local and streets become wild rivers. Belgian infrastructure is very old and the current design codes are terrible outdated . Better codes get blocked because too expensive.

Moon wobble has (almost) zero influence on rain. The moon wobble only swings to a bad condition in a few years. It influences high tides with a few mm extra.
