They don't care whether it's safe or not, the thought doesn't cross a majority of their minds. If you've seen the videos of people hanging off the sides of the train carriages because inside is packed full, you'll get what I mean. "Extensive experience indicating this is safe" is a fancy way of saying they've gone on it and it hasn't broken yet, therefore its safe 🤷‍♂️

I'm sure people have plenty of experience with it not breaking. That's not the same as being safe. All materials and structures have tolerances. This bridge may be able to hold this load in the moment, but it is invariably wearing on the the structure and it will eventually fail, and likely catastrophically, with this sort of use.
